Dr. Guo is Vice Director of the Center for Studies in Social Development of the Chinese Academy of Social Sciences.  He has just completed a survey of the Internet's development and usage in China, and plans to discuss its social implications.

A philosopher by training, Guo Liang is one of the preeminent observers of the Internet in China.  He has authored a book on the history of the Internet and has published several articles about IT developments in the PRC.  Dr. Guo is frequently
interviewed by Chinese and western news organizations, including The New York Times and Washington Post, and drew particular attention for escorting Secretary of State Madeleine Albright to Beijing's Internet cafes during her trip to China last year.
