California Assemblyman Mark Ridley-Thomas discusses his proposal, Assembly Constitutional Amendment 20, to reform the state's recall election law.
The amendment would require signatures from 12 percent of registered voters rather than 12 percent of those who voted in the last election. This forum was held before a panel at the USC Law School on October 21, 2003, shortly after the recall election in which Governor Davis was recalled from office and replaced with Arnold Schwarzenegger.
