Description
This process is the root process and
the activities required for justification
and approval of a sole-source contract
is J&A.
Its main function is ensure that proper procedures
are followed when a procurement is to be conducted
on a non-competitive basis.
During execution,
this process is the first.
It is the last process. There are 7 subtasks in J&A and these subtasks are executed in the order indicated above:
- FILE_J&A (1)
The J&A document is filed by the CS.
- IF_APPROVED_END (2)
End of the quality feedback loop.
- APPROVALS (3)
Task chain for the J&A approval process.
- CS_ASSIGNMENT (4)
A Contract Specialist (CS) is assigned the J&A activities.
- J&A_DOC (5)
Activity for developing the J&A document.
- CUSTOMER_ASSIST (6)
Assistance provided by the Contract Management Assistant (CMA)
to help customers specify their requirements.
- IF_APPROVED_BG (7)
Beginning of quality feedback loop.

Responsible Roles
Currently, following roles are assigned to J&A:
- CUSTOMER
The customer represents the technical codes that require products
and services to be procured.
- CMA
The Contract Management Assistant (CMA)
assists the Contracting
Officer by performing a number of J&A activities.
- NAVAIR
NAVAIR is the command responsible for NAWCWPNS, which must approve
J&A exceeding a certain dollar threshold.
- PACA
The Procuring Authority Competition Advocate (PACA)
reviews the J&A on behalf of the Procurement Department.
- RACA
The Requiring Authority Competition Advocate (RACA)
reviews the J&A on behalf of the customer organization.
- KO
The Contracting Officer (KO) maintains contracting authority for
a procurement action.
- LEGAL
The1 Legal representative conducts legal reviews of J&A documents.
- CS
The Contract Specialist (CS) assists the Contracting
Officer by performing a number of J&A activities.

These are the informal customer requirements.
- CUST_INFO_PROVIDED
These are the informal customer requirements as refined by the CMA.
- TECH_AND_RQMT_SIG
These are the formal customer requirements as refined by the CMA, and as approved by the customer.
- PACA_APPROVAL
This represents the formal approval by the PACA.
- NAVAIR_APPROVAL
This represents the formal approval by NAVAIR.
- RACA_APPROVAL
This represents the formal approval by the RACA.
- KO_APPROVAL
This represents the formal approval by the KO.
- LEGAL_APPROVAL
This represents the formal approval by the Legal Department.
- J&A_DRAFT
This represents the draft J&A document that is submitted for review and approval.
- ASSIGNED_CS
This represents the assignment by the KO of a CS to handle a J&A.

Technology Used
Technology used to support J&A are:
- TELEPHONE
The telephone is used almost exclusively for voice communication.
- WORD_PROC
Word processing tools are used for drafting and editing J&A documents.
- MEETING
Face-to-face meetings are required to achieve a greater understanding than can be accomplished via other communication media, and allows for greater interaction.
- PAPER
The J&A process is almost entirely based on paper documents for enduring communication and record keeping.
