NOTE: Metrans = National Center for Metropolitan Transportation Research. Respond to Prof. Giuliano if interested. PPD's Masters programs tend to be two years (44 to 48 units), hence the reference to graduate students in their second year. Viterbi MS programs are one year, so most VSOE graduate students are not "second year or higher." This does not exclude you from consideration if you meet other criteria, though the more coursework you have completed, the better.
My perception is that this position is a lot of work, so don't apply casually.
