Dr. Sherry Borener
National Expert Transportation Risk Assessment & Program Effectiveness Analyses Department of Transportation Director, JPDO Evaluation and Analysis Office
Dr. Sherry Borener is the Director of the Evaluation and Analysis Office of the Joint Program Development Office. She is assigned to the JPDO from the U.S. Department of Transportation's Research and Special Programs Administration where she has been a staff member since 1986. In her current role, she directs a team of researchers and analysts in the development and application of high-level models of aviation system performance. The Evaluation and Analysis Office includes representatives of NASA, FAA, Department Of Commerce, and private sector analysts, each with over 20 years of experience in evaluating National Air Space behavior, including Seagull Technologies, LMI, Metron Aviation, GRA, and Ventana Systems.
Prior to this assignment, Dr. Borener conducted many system performance and risk analysis studies for the Department of Transportation as well as other government agencies. She has conducted program investment and risk analyses for the National Highway Traffic Safety Administration, the Office of Pipeline Safety, the Federal Railroad Administration, Nuclear Regulatory Commission, Department of Energy and, most recently, NASA. Her experience has been in the collection and analysis of data to support risk assessment and management system evaluations, including regulations and incentive programs. Prior to supporting the JPDO, Dr. Borener conducted cost/benefit and business case analyses for NASA's Aviation Safety and Security Program. Dr. Borener received her Masters of Public Policy and Ph.D. in Planning Degrees from the University of Michigan, Ann Arbor.
