Dr. Chang is a part-time staff member at the Engineering Technology Transfer Center. He brings forty years of experience in industry, government, and academia, where he has served in a variety of research, senior technical management, and adjunct faculty positions. Dr. Chang’s industry experience includes 14 years with Hughes Aircraft Company and Hughes Electronics Corporation serving most recently as Director of Technology Transfer. He also served as Head of Advanced Energy Research at Occidental Research Corporation and earlier as Deputy Assistant Secretary for Science and Technology at the US Department of Commerce.

Concurrent with employment in industry and government, Dr. Chang has also maintained very close ties with several universities. He initiated and conducted a number of joint university-industry projects, and received research grants from NSF, NIOSH, WSHA, DOE, DARPA, and classified agencies. He has published over 150 papers and patents on plasmas, solid state physics, energy, cosmology, biophysics, lasers, and technology policy. Besides his involvement with the Center, he is currently consulting for a large research institute and small businesses, and is a principal in a small biomedical startup company.
