WEBBDS-The Budget Development System

WebBDS will be open this year from March-August 2013 only. (See WebBDS Schedule)

The Budget Development System allows the USC Senior Business Officers and their designated assistants to develop on-line the annual budgets for their centers and input the payroll for the new fiscal year. The detailed unrestricted account budgets are entered into WebBDS, and the detail is balanced to the control budgets. Payroll detail is also entered into WebBDS.
 
This year the detail budgets will be loaded into the General Ledger in Kuali to be then available as the new budgets when the new fiscal year begins. Payroll will be entered into WebBDS and then downloaded into the EFS payroll system to be then converted for Workday, the new payroll system. Due to the data conversion for Workday, the entire budget cycle in WebBDS has been moved up, to be completed earlier than in prior years. It is very important that each department/school enter all of the payroll into WebBDS this year, in order to save considerable time and effort in getting the data into Workday. Each position needs to be created in Workday with the appropriate incumbants, and WebBDS will provide the most efficient method to get the positions and people loaded into Workday.
 
Access to the Budget Development System is restricted to the SBOs and their designated assistants. All new users must attend mandatory in-person training for WebBDS. This system is used after the initial budget forecasts and approvals have been created with the help of TBO, the Budget Online, the web-based system that is provided through the Office of Budget and Planning.

Please note that access applications for new users will be accepted only in February in order to schedule the new users for training. Access application - spreadsheets will be sent to the Senior Business Officer using Kuali General Purpose workflow documents. Applications for new access should be submitted through the same edoc by the Senior Business Officer.
