LIEUTENANT PHILLIP FOSTER

UNITED STATES NAVY

Lieutenant Phillip Foster is a native of Philadelphia, Pennsylvania. He earned a Bachelor of Science Degree in Computer Science from the United States Naval Academy in May 2008. Onboard USS SANTA FE (SSN-763) he earned his Line Officer Qualification in Submarines, or “Dolphins,” in November of 2010 and served as the Main Propulsion Assistant, Damage Control Assistant, Electrical Assistant, Assistant Engineer and Quality Assurance Officer. LT Foster reported November 2013 for duty at the University of Southern California to instruct Naval Science and groom NROTC scholarship awardees to become Naval Officers upon graduation.  His decorations and awards include the Navy Commendation Medal (2), Navy Achievement Medal (3), and various campaign and unit decorations.
