| 8/24/99 10:00 AM: One of the first structures we saw was a severely damaged concrete marine oil terminal, with severe pile damage above the water line. Reports indicate that the facility was damaged during the earthquake. Oil was observed as a sheen in the water adjacent to the terminal. A second steel marine oil terminal looked to be in good condition. We also observed major fire damage at the BP (Tupras) refinery, and obtained reports that seven of the major oil tanks had caught fire. Another report said one major unit within the refinery tipped over, hit a major piperack, pipelines ruptured and the fire spread quickly. From an LA Times article of Friday, August 27th, reports are that the Tupras refinery suffered $100 million in damage, and will remain closed for at least four months. |
