Strategic Plan
BACKGROUND
USC is experiencing more comprehensive change over a shorter time span than any other period in its history. In response, our priority is to ensure that we have an agile, team-oriented culture that honors innovative thinking, measures outcomes, and rewards excellent customer service, efficiency, and conservation.
Our strategic plan for fiscal years 2008 - 2011 helps us identify where we want to be in the future and provides a structure for how to get there. Within the framework of our mission, vision, and core values, Facilities Management Services has established six organization-wide goals and has developed the objectives necessary to achieve our goals.
STRATEGIC GOALS
Goal 1: Integrated & Unified Organization
Operate FMS as a single, integrated and unified organization that maximizes resources, talent and technology to provide high quality services in support of the central mission and strategic initiatives of the University.
- Vertically align the FMS Operations organization structure to improve consistency of quality customer service.
- Develop a flexible relocation plan
- Develop a plan to provide consistent organizational support services throughout FMS
- Utilize KRONOS timekeeping system to standardize time management practices.
- Develop a standardized comprehensive plan for multiple crisis scenarios.
- Develop a plan to sustain the organizational infrastructure.
Goal 2: Quality Customer Service
Provide quality services to cost-effectively meet our customers’ needs.
- Re-evaluate metrics used to measure the quality, effectiveness, and expectations for customer services.
- Revise the plan to improve customer service.
- Update the plan to improve on-going two-way communication with customers.
- Measure the cost-effectiveness of operation relative to customer service.
- Create and implement a plan to improve cost effectiveness of customer service delivery.
- Continue to balance the allocation of financial resources in the FMS budget.
Goal 3: Employee Effectiveness & Satisfaction
Achieve and maintain a high level of employee effectiveness and satisfaction.
- Implement the new Performance and Goal Management system to improve employee effectiveness.
- Create an updated organizational professional development plan.
- Assess professional development needs of employees and provide development commensurate with their job responsibilities, job goals and career aspirations.
- Identify and implement recommendations to improve employee satisfaction
- Implement more standardized procedures and practices that focus on work-life balance.
- Identify and implement improvement areas to enhance our inclusive work environment.
Goal 4: Preservation of University Assets
Provide leadership in the long-term management and preservation of university assets.
- Partner with key university stakeholders to ensure university standards are appropriately applied across all USC owned, leased and utilized spaces.
- Review and update matrix for cost-effectiveness of operations (i.e. utilities).
- Develop processes and procedures with FAMIS to help preserve University assets.
Goal 5: Optimization of Technology
Optimize the use of our technological infrastructure to support our organizational needs.
- Develop a plan to utilize existing and new technology more effectively.
Goal 6: Sustainability (“Green” Initiatives)
Provide resources and leadership to incorporate sustainable practices into our working environment so that they become a part of our daily operations.
- Develop and implement plan to incorporate sustainability into our strategic planning and daily operations.
