On April 29, 1992, the city of Los Angeles erupted into riots after four LAPD officers accused of beating motorist Rodney King were acquitted of all criminal charges. The effects were catastrophic; in total, the chaos persisted for six days and resulted in 58 deaths, 2,383 injuries, and nearly a billion dollars in property damage. The extent of the human and material losses incurred from the riots, coupled with intense public scrutiny of the LAPD, led the Los Angeles Board of Police Commissioners to establish the Webster Commission to assess law enforcement's performance in connection with the riots. Included in this collection are interviews, article clippings, broadcasts, reports, emergency operations plans, and internal LAPD documents that were collected and analyzed by the Commission over the course of its study.

Historical note

On April 29, 1992, riots erupted in Los Angeles just minutes after four LAPD officers were acquitted by a California jury in the controversial and highly publicized Rodney King trial. The officers, who were Caucasian and Latino, had been charged with using excessive force in the apprehension of King, who was African American, after a high-speed automobile chase that was caught on tape. The riots lasted for six days and resulted in widespread looting, assault, arson, and murder throughout much of Los Angeles and its suburbs. All-in-all, 58 people died, 2,383 were injured, and close to a billion dollars in property damage was sustained.

Once the violence had subsided, the LAPD and the Chief of Police, Daryl Gates, came under intense scrutiny for using excessive force in the King incident, for failing to prepare for civil unrest prior to the acquittals, and for not reacting swiftly and sufficiently to end the violence. Private citizens, community activists, politicians, the media, and many law enforcement officials cast their doubts as to whether the LAPD was capable of adequately serving and protecting the citizens of Los Angeles.

By a motion adopted on May 11, 1992, the Los Angeles Board of Police Commissioners spearheaded an investigation aimed at examining law enforcement's performance in connection with the riots. Former federal judge and director of the FBI and CIA, William H. Webster, was selected by the Board to preside over the investigation. Hubert Williams, head of a respected law enforcement think tank and the former Police Director of Newark, New Jersey, was named second-in-command. Webster and Williams were assisted by more than 100 attorneys and a small staff on loan from other cities' police departments to conduct the study.

Five months later, the Webster Commission concluded its study and synthesized its findings in a report entitled The City in Crisis that was presented to the Board of Police Commissioners on October 21, 1992. The report concluded that no one entity was entirely to blame for the events following the Rodney King acquittals; rather, rioting became rampant due to a general lack of emergency preparedness and poor coordination between the LAPD and city leaders. The report concluded with three recommendations aimed at preventing similar occurrences in the future:

(1) The LAPD should place a greater emphasis on basic patrol duties by re-allocating police officers away from special units and toward patrol assignments.

(2) Both the LAPD and the City of Los Angeles should devote more resources to emergency response planning and training.

(3) The city should overhaul its emergency operations center and emergency communications system to better coordinate emergency response procedures.

In its investigation, the Webster Commission took into account information attained from a wide variety of sources, including LAPD officers, other law enforcement personnel, politicians, the media, and community leaders.

Scope and Content

Chaired by former federal judge and FBI and CIA Director William H. Webster, the Los Angeles Webster Commission assessed law enforcement's performance in connection with the April, 1992 Los Angeles riots. The collection consists of materials collected and studied by the Commission over the course of its investigation. Materials pertain to both the Los Angeles incident specifically, and civil disturbance, riot control, and policing tactics in general.

Included in the collection are the following: interviews with LAPD officers, law enforcement personnel, government officials, community leaders, and activists; articles, broadcasts, and press releases covering the riots; various tactical and contingency plans created for disasters and emergencies; reports, studies, and manuals about riot control and prevention; literature about community-based policing strategies; emergency plans and procedures developed by other cities; and after-action reports issued once the riots had subsided. Also featured are items related to the internal operations of the LAPD both before and during the riots, including activity reports, meeting agendas and minutes, arrest data, annual reports, curricula and educational materials, and personnel rosters.

For the most part, the collection's contents have been kept within their original groupings. Original folder titles and series titles were used to describe the materials when the titles could be deciphered. Otherwise, folder and series titles were assigned based on the contents.

Series 2:  Community Meetings 1992 August-October 

Scope and Content

In addition to interviewing law enforcement personnel and elected officials, the Webster Commission also solicited the opinion of community members during the course of its investigation. Toward this end, the Commission organized a series of community meetings in several Los Angeles neighborhoods, which provided the average citizen an opportunity to express his/her concerns regarding the riots and the adequacy of law enforcement's response. Included in the series are summaries and transcripts from several of these meetings, as well as surveys and questionnaires that captured the communities' perceptions of police-community relations within Los Angeles.

In its investigation, the Webster Commission aligned the policies and procedures of the LAPD with those adopted by several other agencies and governmental bodies. The series contains a variety of materials collected by the Commission for this purpose. Series 9:  Police and Emergency Operations: Los Angeles versus Other Cities 1989-1992 

Scope and Content

In its probe of LAPD operations, the Webster Commission surveyed the emergency procedures of other major cities in the United States, many of which had experienced similar instances of civil unrest. The series contains materials that were acquired and studied by the Commission for this purpose. Included are reference guides developed by several police departments that delineate their structure, rules, and policies; manuals that outline emergency operations plans and procedures; reports that discuss the role of community-oriented policing in the prevention of crime; and assessments of the police departments response to riots in other cities.

Items in this series are arranged alphabetically, according to the 16 jurisdictions evaluated by the Commission: Atlanta, Baltimore, the California Highway Patrol, Chicago, Detroit, Houston, Miami, Newark, Newport News, Philadelphia, Richmond, San Diego, San Francisco, San Jose, Tampa, and Teaneck.

During its investigation, the Webster Commission evaluated the policies and procedures of other cities' police departments to better assess the LAPD's performance during the 1992 riots. These evaluations were conducted primarily through the distribution of questionnaires, which addressed each department's structure and internal operations. The series consists of questionnaires that were completed by the police departments of 72 major cities and returned to the Webster Commission for review. Series 15:  Video Recordings of City Council Meetings 1992 

Scope and Content

During the 1992 riots, the Los Angeles City Council met several times to discuss strategies to curtail the violence. The council also met on several occasions after the riots had ended to ascertain the short-term and long-term effects of the civil disturbance. The series includes recordings of nine city council meetings on video cassette tapes.

Series 16:  Interviews 1992 

Scope and Content

After the violence had subsided, the Webster Commission met with a variety of public officials, law enforcement personnel, activists, and community leaders to discuss the rioting, its root causes, and the adequacy of the LAPD's response. The series includes summaries of these meetings, including questions and comments along with the interviewers' own mental impressions, conclusions, and opinions. Materials are arranged in alphabetical order, according to the last name of the interviewee.

Series 17:  Reports 1992 

Scope and Content

In addition to analyzing the 1992 riots as a whole, the Webster Commission also divided into several smaller task forces and study groups, each of which addressed one specific aspect of the civil disturbance. The series consists of reports and appendices produced by five of these groups: the Chronology Team, the Public Officials and Community Team, the LAPD Team, the Comparisons Study Group, and the Inter-Agency Team. Also included are two copies of "Webster Scope," a report that interprets the riots and their cumulative effects primarily through graphs, charts, statistics, and figures, and several research memoranda that discuss the legality of several riot-response tactics.

Series 18:  Status Reports 

Scope and Content

The series consists of 14 status reports maintained by the Webster Commission's General Counsel. These reports were submitted weekly to Special Advisor William Webster and Deputy Special Advisor Hubert Williams and serve as the "official record" of the Webster Commission. Materials are organized chronologically by report date.

Series 19:  LAPD Performance Evaluation 1984-1992 

Scope and Content

The series includes materials related to the performance of the LAPD prior to and during the 1992 Los Angeles riots. Included are reports and documents pertaining to the department's tactical planning measures for unusual occurrences and emergencies; riot-related statistics and figures; and arrest logs, incident logs, and activities reports maintained during the riots.

Series 22:  Tactical Planning Measures Developed by the LAPD 1980-1992 

Scope and Content

The series contains materials related to the tactical planning measures developed by the LAPD to manage unusual occurrences, emergencies, and instances of civil disorder. Included are manuals, training materials, and standing plans developed prior to the riots; activities logs and reports maintained during the riots; and after-action reports and analyses which evaluate the effectiveness of these planning measures in the months following the riots.

Series 23:  Standing Plans and Mobilization Rosters 1976-1992 

Scope and Content

Materials in the series fall into two categories: standing plans for Unusual Occurrences developed by several LAPD divisions, and personnel rosters for deployment periods falling immediately before, during, and immediately after the 1992 riots. Included are plans and rosters maintained by the Central, Northeast, Rampart, and Newton Street areas, and mobilization rosters maintained by the Central Traffic and Community Resources Against Street Hoodlums (CRASH) sections. Materials are organized by geographic division.

Scope and Content

The series contains records related to the Webster Commission's Discovery Request, which aimed to delve into the internal activities and operations of the Los Angeles Police Department in the months before and during the Rodney King riots. Materials within this series generally fall into one of four categories of records requested by the Commission: activities reports; meeting agendas and minutes; itineraries of Department-led training sessions; and roll call deployment period reports from these sessions.
