Biography

An Ohio native, Hugh Rice completed a bachelor's degree in speech and audiology and a master's degree in public health at the University of Akron and Kent State University. After teaching at the university level for several years, he moved to Los Angeles in 1973 to be a technical consultant with Walt Disney Studios. He began volunteering at the Gay Community Services Center and soon initiated the clinic's original Mobile Testing Program at various Los Angeles businesses and organizations. In 1974, Rice got certification as an epidemiologist and was hired under the Center's new contract with the Los Angeles County Department of Health Services in the Men's Venereal Disease Clinic. In 1979, Rice became the Center's first supervisor of the Public Health Office. The Center appointed Rice as the interim Health Services Director in 1983, then made the hire permanent in 1984. Rice served as a faculty instructor for the University of Southern California to the Los Angeles County Department of Health Services Training and Treatment Center's Model Clinic, as well as a lecturer for the Department of Health and Human Services for the Centers for Disease Control. He served on the HTLV-III Antibody Subcommittee of the California State AIDS Advisory Committee as well as on numerous other AIDS/community health related committees. In 1989, he chaired the AIDS Community Educators of Los Angeles network. He served as an advisor to the State of California's Community Planning Working Group and the HIV Comprehensive Care Working Group. He was an advisor to the State of California Department of Health Services' Office of AIDS and provided planning assistance to the HIV Education and Prevention Services Branch and HIV Care Branch. At the time Rice died in 1996, he was the longest tenured executive of the Los Angeles Gay and Lesbian Center.
