APEC-PECC Seminar Highlights

APEC’s E-com Activities

APEC Electronic Commerce Taskforce - Created by the Senior officials of APEC in February, this Taskforce is to review the E-com work already underway in APEC; solicit papers from member economies on ways to further promote E-com application in the region, and develop a framework for action by APEC in the years ahead.

PECC - The government/industry/academic mix of the PECC, as well as its expansive network in the region, has made The Council a valuable resource for APEC as it attempts to collect government and private sector recommendations on E-com promotion priorities. As the APEC-PECC seminar shows, The Council is also valued as a mechanism for engaging both government and industry leaders in discussion and cooperative development initiatives.

ABAC - All of the industry leaders represented in the ABAC have a vested interest in seeing E-com promoted and have thus committed to helping to guide APEC as it works on its E-com programme. They will be holding another E-com seminar in Hong Kong in April and will be giving added exposure to many of the issues brought forth in the first APEC-PECC seminar.

The Working Groups - Leading the charge in E-com is the Telecom Working Group of APEC, but other groups, including the Transport, Small and Medium Enterprises (SMEs), and the Industrial Science and Technology (IST) Working Groups and the Committee on Trade and Investment (CTI) Subcommittee on Customs Procedures, are also active. A matrix of the E-com related initiatives of these groups has been developed and can be found in "Electronic Commerce in APEC" (part of 98/SOM I/008 circulated at the Penang SOM)

The Ministers - Both the Telecom and Trade Ministers will find E-com on their agenda this year. With this in mind, industry is ramping up its "advisory processes" and exploring ways to engage the Ministers in dialogue and demonstrations.

The Leaders - In November the Leaders will meet once again and review progress since their call last year for an APEC programme for electronic commerce promotion.   Schedule of E-com Related Events

APEC-PECC E-com Seminar: March 16-May 15. PECC has been asked by APEC to draft a report on the outcome of the seminar and to solicit further input from the private sector in order to develop this report into a "living document" that can be added to and expanded for presentation to Ministers in thus summer. ABAC E-com Discussions: April 28. The ABAC members have agreed to call upon all those already involved in the APEC E-com initiatives and those interested in helping define a clear set of recommendations for future action. Tel Min3 - June 1- 5. Both the Minister-Industry dialogue being organized by PECC and the plenary on the second day of the Ministerial will address the need to promote E-com. Live demonstrations, a review of a set of principles needed to guide E-com promotion, and discussion of the relative roles of the public and private sector will be featured in this Ministerial. APEC E-com Taskforce Meeting: June 12-15. The work of the Ad Hoc committee was laid out in two steps, information sharing and framework development. In June the Issue papers collected will be reviewed and a summary report tabled before the SOM based on the issue papers. Both PECC and ABAC will be assisting in the solicitation of private sector contributions to the Issue paper development.
