below are the minutes of out meeting in Spetember 98 in Komáron.
I would appreciate a short acknowledgement to check the distributor for bugs. Strangely, I myself did not receive yesterdays message "TC12 mail distribution".
Here are some news following our meeting:
- The IFIP General Assembly (GA) has approved the change of the Aims and Scope of TC12 which now read:
AIMS (unchanged)
Research in AI and promotion of interdisciplinary exchange between AI and other fields of information processing.
SCOPE
1) Further develop the foundation for AI on the basis of computer science principles.
2) Contribute techniques from AI to the enrichment of computer science and information processing.

3) Develop AI techniques as part of information processing technologies to enable and advance practical applications.
- GA has approved WG12.6 "Intelligent Information Management"
- Dan OŽLeary has accepted to chair WG12.6.
- GA has approved the TC12 concept for WCC2000

1. Opening
Chair opens the meeting and welcomes all persons attending the meeting. The
agenda as listed is confirmed.
2. TC-12 ChairŽs report
- Chair has participated in the Council Meeting held in Manchester in March 98.
The proposal of a new WG "Intelligent Information Management" and proposed
changes of the Aims and Scope of TC 12 have been discussed favourably. A
decision will be taken at the General Assembly Meeting in Budapest following
WCC98.
- Chair has appointed D. OŽ Leary, the US representative of TC 12, secretary of
TC 12.
- Chair has contacted all IFIP representatives whose TC 12 members have not
been active over the last 4 years and suggested replacement. Several new TC
12 members will be nominated in the coming months.
3. WG 12.2 "Machine Learning"
P. Brazdil, Vice-Chair of WG 12.2, has communicated the following:
- Due to other obligations he prefers not to be reelected as Vice-Chair of WG
12.2, but he is willing to continue until a suitable candidate has been found.
- He suggests to conduct email discussions instead of costly physical meetings
whenever possible.
- He suggests that Machine Learning should retain a place in TC 12.
4. WG 12.5 "Knowledge-Oriented Development of Applications"
J. Cuena, Chair of WG 12.5, reports about the activities of WG 12.5.
- The conference IT&KNOWS has been prepared over the last 2 years. 90
submissions have been received, out of which 34 papers have been selected.
120 participants have registered, 30 - 60 were present in the sessions during the
first two days in Vienna.
- Currently the members of WG 12.5 are reviewed regarding their engagement in
WG activities. A revised membership list will be forthcoming.
Chair congratulates for the successful preparation of IT&KNOWS.
5. New WG 12.6 "Intelligent Information Management"
TC recommends to establish a new WG 12.6 "Knowledge-Oriented Development
of Applications" with the following aims:
AIMS
- to develop advanced methods for organizing, accessing and exploiting
heterogeneous multimedia data which becomes available through modern
communication technology
- to bring together various areas of AI research and technology to meet this
challenge, e.g. knowledge representation, natural language understanding,
speech and image understanding, reasoning methods, learning, and agent
technologies
- to develop technology for diverse applications, e.g. subject-specific brokers,
corporate knowledge bases, data-mining tools, content-based query languages,
multimedia data indexing schemes and web-based information services.
TC approves that Chair appoints D. OŽLeary (USA) as the Chair of WG 12.6.
6. Further development of TC-12
After lifely discussion TC members agree that the restructuring goals of TC12
should focus
(1) on activities towards integrating AI and conventional Computer Science and
(2) on activities towards bringing AI into praxis.
New WGs as well as workshops and conference tracks should reflect these
goals.
WGs should address problem areas with an expected life-span of at least 5 years
as they become important in society. Typically, the focus should be on problem
classes identified from an application perspective, where AI methods provide
improved solutions compared to conventional approaches.
Some disappointment was voiced regarding the participation of mainstream
computer scientists in the IT&KNOWS conference and regarding the lack of
coordination with parallel conferences. TC recommends that future events should
be coordinated proactively.
TC members agree that a TC 12 conference series should be established,
tentatively called "Intelligent Information Processing". The conference must
consist of crisply defined tracks which mirror the TC 12 WG structure. The AI
conference which is planned for WCC2000 should be made the starter of this
conference series (see below).
7. Election/confirmation of WG 12.2 Chairs
S. Matwin and P. Brazdil, Chair and Vice-Chair of WG 12.2, complete their third
year by the end of 1998, hence elections are due until the end of the year. The
matter is postponed, since no candidates are known at the meeting,.
8. TC-12 participation in IFIP World Computer Congress 2000 (Beijing)
Z. Shi has prepared a proposal for a conference titled "Knowledge Systems and
Distributed Intelligence" as part of WCC2000. Chair thanks Z. Shi for his efforts.
In view of the decisions regarding future activities of TC 12 (see 6), TC cannot
endorse the proposal in its current form.
TC decides that the conference structure should be modified to reflect the goals
of TC 12 and its WGs. Specifically:
- The conference should be titled "Intelligent Information Processing 2000" (IIP-
2000) with an additional subtitle according to its intended focus. This item still
needs discussion.
- The list of topics should be narrowed accordingly.
- Conference tracks should be established matching the (intended) WG structure
of TC 12.
- Track chairs should be appointed to supervise the reviewing procedure for
each track.
- All TC 12 members should be asked to participate in the PC.
Furthermore, an AI keynote speaker, to be proposed by TC 12, should be
included in the WCC2000 program.
WCC2000 organizers plan to publicize the conference structure by the end of
this year. Hence details have to be discussed and determined until then. The

9. TC-12 scientific sponsorship of international conferences
The decision about sponsoring the IIP-2000 conference in Beijing will be taken
after completing the proposal.
10. Next meeting
The next meeting of TC 12 will take place in connection with IJCAI-99 at
Stockholm, July 31 - August 6, 1999, see also http://www.dsv.su.se/ijcai-99/.
The exact time and date will be announced in March 99.
