| The Department of Emergency Medicine (DEM) at LAC-USC has been recognized as an independent department in a major medical center and leader in the specialty since the late 1970s. Over the years, emergency medicine practitioners from all over the world, including China, had visited the DEM. The DEM became more involved with China in 1997 when Dr. Gail Anderson (Chair, DEM) and Dr. Yi Zhang (4th year resident, DEM) visited the Peoples Union Medical College (PUMC) in Beijing through the Office of Technology Transfer at USC. | ||||||||||||||||||||

| They found a well-formed department with a residency-training program and a conceptual Emergency Medicine framework in place. PUMC responded with a funded one-year sabbatical for Dr. Wang Zhong (Attending, DEM of PUMC) to LAC-USC in 1999-2000. Collaboration Dr. Wang Zhong worked closely with Dr. William Mallon (Residency Director, DEM) and Dr. Grace Ting (3rd year resident, DEM) during his sabbatical to propose a three tierd EMS System developed through a collaborative effort between LAC-USC and PUMC: | ||||||||||||||||||||

| This program aims to take advantage of the academic experiences of emergency medicine in Beijing and Los Angeles through the exchange of faculty members and residents between PUMC and USC. This exchange program has already begun through the visit of USC faculty members to PUMC, and externships of PUMC faculty members and residents at USC. Future research and grant works are anticipated as part of a healthy academic exchange. | ||||||||||||||||||||

| This center is to be located at PUMC. Its objective is to train medical personnel in pre-hospital and hospital emergency medical techniques. Progress toward the implementation of this Center has already begun; space has been allocated, authorities at PUMC support the idea, and Dr. Wang has researched the nature of the CLST at USC. We also have identified faculty members who can teach a variety of courses and have identified those providers in Beijing who would benefit most from this educational center. Proposal component number 3 requires a CLST to teach EMS providers pre-hospital skills, and EM providers resuscitation techniques. | ||||||||||||||||||||

| We propose to build on the infrastructure already in place in Beijing, establishing a Trauma System for the city. This is the most complex component of our proposal because it requires the creation of some new infrastructure elements. Most importantly, a coordinated Emergency Medicine System (EMS) needs to emerge. Ideally, a universal time (atomic clock based) and central dispatch system which links all elements of the EMS would be put in place. Communication capabilities are currently less than optimal. We also propose a motorcycle based 3rd tier (two tiers now exist) of EMS first responders with an EMT-D and combitube capabilities. This 3rd tier of EMS would improve response times and overcome logistic problems in Beijing (e.g. traffic jams and lack of freeways). | ||||||||||||||||||||
