Orange County Community Access Program
(CAP) Evaluation
The USC Division of Community Health conducted a retrospective
process evaluation of the first-year grant activities of Orange
County’s federal Community Access Program (CAP) grant
project. Orange County’s CAP grant objectives are: (1)
to expand insurance coverage for low-income children currently
ineligible for public health insurance programs, and (2) to
explore the potential for expanding insurance coverage for
low-wage employees in non-offering small businesses. The purpose
of the evaluation was to document the process, including successes
and challenges, of establishing the CAP-funded initiatives
in Orange County. The USC evaluation team’s methodology
included environmental scanning, review of program’s
operational documents, and key informant interviews with program
staff, collaborators, and stakeholders.
