L.A. River Revitalization Master Plan

Experts from the city\'s Department of Public Works and the engineering firm Tetra Tech size up progress on the plan\'s implementation.

Please join us at the September Los Angeles Association of Environmental Professionals event: "Implementing The Planning Objectives and Policies of the Los Angeles River Revitalization Master Plan," presented by alumna Carol Armstrong MPL \'05 of the Los Angeles Department of Public Works\' Bureau of Engineering, and consultant Ira Artz of Tetra Tech.

The Los Angeles River Revitalization Master Plan (LARRMP) proposes a broad vision, including a variety of typologies and projects that would help revitalize the 32-mile river corridor that flows through the city.

Objectives helping to guide the LARRMP planning process include:

  1. Establishing environmentally sensitive urban design guidelines, land use guidelines and development guidelines for river-adjacent communities
  2. Improving the river’s environment, enhance its water quality and improve its ecological functioning
  3. Providing open space and improved public access
  4. Fostering community awareness of and pride in the river

The LARRMP includes proposals for more than 200 large- and small-scale projects along the river and in adjacent neighborhoods, and also recommends a management structure consisting of a joint powers authority, a development corporation and a philanthropic foundation.

Carol Armstrong is the project manager for the LARRMP, who directed its planning and CEQA/NEPA processes and coordinated its approval. During the LARRMP process, she oversaw a team of experts in the public and private sectors and coordinated public outreach and involvement with various stakeholders. She is now assisting with the establishment of the city’s River Special Project Office and with the LARRMP’s recommended three-tiered governance structure.

Ira Artz has more than 27 years\' experience in the engineering, management and planning of water resource projects. Artz has managed large-scale, multi-disciplinary public works projects for municipal and federal agencies. His experience includes watershed studies, water quality programs, wetland creation and enhancement, flood plain management, recreation management and public involvement programs. Most recently, he has been the project manager of the consultant team led by Tetra Tech that developed the LARRMP with the City of Los Angeles.
