Greetings Gang – As some of you now know, our program(s) were favorably featured in an article I provided CJAO for their most recent Newsletter (Outlook/7.2). . . much appreciated as the positive publicity may prompt new members to enroll! Also encouraging: Our co–sponsorship of LAPD's "21st Century Leadership" Program has been renewed for another year . . . which exposes us to a different audience in that the Sessions are only available to Captains–and–above. The past three years have given us a number of new supporters!
Thanks to Bill Van Cleave (our volunteer Staff Associate), we are now exploring a number of other program possibilities. . . we will post you on our progress, but in the meantime, do contact us if your agency is pursuing a Grant possibility that requires a "collaborator" (the preference here is always for a University. . . so think of us, please!)
Speaking of "collaborating," we have affiliated with Workplace Relations Center, Inc. (a small group of consulting psychologists located in Irvine, CA) to provide E–Val Plus. . .an agency assessment tool administered individually/confidentially via computer. Call us if your Department might be interested in additional details.
Lastly, some good news for the future: Our Graduation for Class 115 will feature Kent McCord (fr. TV's Adam 12, etc.!), and Class 116 will hear Justice Carlos Moreno. . . newest member of the California State Supreme Court!

Most new cops list two main reasons for getting into the law enforcement field: 1. Get the crooks off the street and put them in jail, and; 2. "Help" the good citizens. As our career years roll by, most of us get a little cynical but deep down inside we still love putting those bad guys where they belong and we are still the first ones to step forward when someone needs help. For over fifty–seven years the Delinquency Control Institute has been assisting law enforcement professionals in fulfilling these goals.
There is no doubt in my mind that DCI graduates have used the specialized training they received at DCI to put hundreds of really bad, sleazy crooks in jail. Additionally, those same DCI graduates have guided thousands of young people towards a positive and productive life and protected child victims from further victimization.
In addition to helping us hook, book, convict and protect the innocent, DCI goes one step further by offering courses that enhance our career and personal life. That is definitely a "Win–Win situation". . .more bad guys go to jail while we live longer, happier and more productive lives!
Graduates who clearly believed in the benefits of the DCI program formed the DCI Alumni Association (DCIAA). They wanted to continue actively supporting DCI. As a DCI Graduate, you are a member of DCIAA and you can help the DCIAA in two important ways:
- If you are aware of any potential scholarship donors for future classes, please contact Dan Kuhn at (213) 743-2497 or call me at (949) 362–4310.
- You can make a charitable contribution of any amount to DCIAA. The check should be made payable to USC/DCIAA. Mail it to the attention of Doris Lar at:

We start out with some very good news that will be of particular interest to our California Officers.
We have committed to putting on both a Child Abuse Class and an Interviewing Child Victims and Suspects Class every December and March at the Lake Arrowhead Lodge beginning next year. I'm sure that all our Alumni have nothing but fond memories of Lake Arrowhead. (And you don't have to go there by bus.)
We have also committed those same classes every November and June beginning next year at the Embassy Suites in Palm Desert. Those of you who have stayed at an Embassy Suite Hotel in the past are probably familiar with their complimentary cooked–to–order breakfasts. And their complimentary two–hour cocktail receptions nightly! In addition to this, Noreen Corella arranges for complimentary golf privileges at her Club. (Pardon the pun, but you can’t beat that with a stick.) In addition to these Classes done on the road, we will also conduct a Child Abuse Class and a Juvenile Justice UpDate class every April and May at D.C.I. So you duffers; make your plans early.
In regards to the upcoming September 6-week D.C.I. class, things are looking very good. In addition to our regular local agencies, we will be having an investigator from Copenhagen, Denmark attending the 115th. I'll have lots of support from three Illinois Departments (who I'm sure will be Chicago Bear Fans!); Hinsdale, Palatine, and the N/W Police Academy. Portland, Oregon and Vacaville will also be sending officers, along with the newly founded Coachella Valley Violent Crime Task Force, which is headed by old friend Tony Valenti.
The January class of 2003 will have in attendance officers from both South Windsor, Connecticut, and Napa, Idaho.

DCI Alumni Doings from Dan's Desk
- We start out with outstanding news. The pride of our faculty staff, Toby Tyler is now Captain. Toby Tyler — and I'm sure you'll all agree that it couldn't happen to a nicer guy.
- And speaking of nice guys; many of you alums may remember Tony Valenti from D. O. J. who taught on the S.A.F.E. Team. We are very proud to say that Tony was just recently appointed to head a newly founded Coachella Valley Violent Crime Task Force. He'll be sending one of his officers to the 115th, and may wind up again doing some teaching for us. — Great Job, Tony!
- Two of the sharpest individuals ever to go thru D.C.I. just got big promotions:
Matt O'Connor (111th Class) was promoted to Chief Of Police at the Hillsborough Police Department. And
Jones Moy (110th Class) from the Monterey Park P.D. was promoted to Captain.
Good going guys! - Another old friend, Bob Cardone from the Portsmouth, New Hampshire Police Department is putting the blues back on after nearly 14 years of service is leaving his post as Police Lieutenant of the Family Services Division and returning to the streets as Captain of the Patrol Division. — Way to go Bob!
- Stu Heller, from the 88th Class, retired from L.A.S.D. after 24 years and is now the Chief of Police for the San Jacinto Police Department. He is also sending one of his officers to the 115th class. Congratulations, Stu.
- Mike Crebs, from the 114th Class and the Honor Graduate was promoted to Captain with the Portland P.D. We are really proud of you Mike.
- Lawshe Chamberlin, from Orange County Sheriffs Department and a graduate of the 113th Class, was promoted to Lieutenant (and what an outstanding racquetball player).
- From the L.A. Unified School District Police; Hector Rodriguez, from the 105th Class, made Sergeant — Keith Moore from the 104th made Lieutenant, and Nancy Ramirez made Commander — Way to go guys.
- And not to be outdone; Their Chief, Alan Kerstein, will be lecturing for the 115th Class on Community Based Policing.
- Former Torrance Lieutenant and Present Torrance City Councilman and Longtime Member of the D.C.I. Alumni Association, Paul Nowatka, has gone Hollywood. He's got a part in "Our Town" playing at the Torrance Cultural Arts Center. — There's just no stopping this man.
- Another Orange County Sheriffs Deputy (and Chicago Bear Fan) makes good. Michael Mullen was promoted to Sergeant and was assigned directly to Court Operations. Way to go Mike.
- Michael Mueller, from Whittier P.D. and member of the 106th Class, is teaching Traffic/Collision Investigation at the Rio Hondo Police Academy. —See Mike, it rubs off.
- We close with an announcement of a very kind act. Captain Dick Prentice of the Hawthorne P.D. and twice President of the D.C.I. Alumni Association took it upon himself to find a manufacturer who could produce the D.C.I. lapel pins, which have been rapidly running out. Well, not only did he find a distributor, he had 500 of them made up and donated the entire lot to D.C.I. after covering the entire expense. You're the greatest Rick.
Please remember that D.C.I. is always looking for donors to keep us going. If you have any leads, please call us and we'll be sure to contact them and send them a Donor's Package.
