California OSHPD
Overview
The Office of Statewide Health Planning and Development (OSHPD) is the
primary source of data for California hospitals, requiring all licensed
facilities to submit quarterly financial and utilization reports, as well
as an annual Hospital Disclosure Report.
Since 1971, OSHPD’s Healthcare Information Division (HID) has collected
and disseminated financial and clinical data from licensed health facilities
including hospitals, long-term care facilities, licensed clinics and home
health agencies. The reported data are used by a variety of audiences
such as the facilities themselves, purchasers and insurers, providers,
employers and unions, consumers, researchers and policy-makers.
HID staff are responsible for establishing uniform methods for facilities
to collect and report the data, making certain that all facilities file
the reports in a timely fashion and making the information available to
the public.
Currently 100% of all annual hospital reports are submitted electronically.
They are submitted using OSHPD-approved, third party vendor software that
includes OSDHPD-defined edits to prevent hospitals from submitting reports
that contain critical reporting errors. Quarterly reports must be prepared
using OSHPD Internet applications, which perform many edits and compare
current quarter data with previously submitted reports.
To assure data accuracy and reasonableness, OSPHD staff desk audit the
Hospital Annual Disclosure reports for compliance with OSHPD’s annual
reporting system requirements, spending approximately 12 hours of professional
review time on each. The California Department of Health Services also
conducts an on-site review of hospitals’ accounting systems and
further validates reported data.
OSHPD Files & Resources
The data files contained in the California Hospital Data Project website
include the state's general and specialty (e.g. children's) short-term
acute care hospitals. Excluded are long-term care facilities, as well
as specialty psychiatric, drug and alcohol, and rehabilitation institutions.
- Quarterly Data, annualized
OSHPD began collecting Hospital Quarterly Financial and Utilization
Reports from hospitals in 1981. These reports are due within 45 days
following the end of each calendar quarter.
- Disclosure Data
Reports from all non-federal California hospitals. The reports are due
four months after the end of the facility's accounting year.
- Utilization Files
OSHPD has collected Hospital Utilization Reports from all non-federal
California hospitals since 1981. The reports are due four months after
the end of the facility's accounting year.
- Discharge Data
Hospital inpatient data are collected for each patient discharged from
the hospital. Data includes demographics, dates of stay, medical diagnoses,
procedures performed, and charges for care provided. Data are available
at an aggregate level only.
