Utilization Files
Overview
The Office of Statewide Health Planning and Development (OSHPD)
annually
produces the Utilization files, which contain 492 variables
extracted
from the Annual Utilization Report of Hospitals (AURH). All
nonfederal
hospitals licensed in California must submit the report to OSHPD by
February 15th. Once OSHPD's review process for all reports has been
completed, the database is closed and made available to the public.
The data set contains a number of detailed utilization
statistics,
including patient demographics, long-term care, and emergency
department
services. Because aggregate admission and visit data are available
on
other OSHPD data sets, we present only the variables related to the
use
of emergency departments in the data set below.
Reporting requirements for the Annual Hospital Utilization Report
differ
from other hospital reports to OSHPD. For example, OSHPD requires
that
utilization data be reported by site, and not by license number.
Thus,
if two facilities consolidate or merge and operate under a single
license, they are nonetheless required to submit two utilization
reports. This contrasts with the Annual Hospital Disclosure Report,
under which hospitals are required to one report, by licensure.
However,
they may request a modification that enables them to submit the data
on
two separate reports.
